A boundary layer suitable for use in a GIS. The MPO planning area boundaries are established by each local MPO according to the federal metropolitan planning regulations. The Metropolitan Planning Area (MPA) is intended to include at a minimum the approved FHWA Urban Area Boundary 2000 FHWA - Federal Aid urbanized Area Boundaries, plus the adjacent area that the MPO anticipates may become urbanized during the life of the 20 year timeframe of the regional long range transportation plan. Areas classified non attainment for air quality must include the boundary of the EPA's designated non attainment area in the MPA. This data was constructed from the NYS civil boundary files that are owned and maintained by the New York State Office of Cyber Security & Critical Infrastructure Coordination (CSCIC).
